SUMMARY:WSWC Webinar: U.S. Army Corps of Engineers FIRO National Screening Updates with Cary Talbot
DESCRIPTION:On July 22\, the WSWC hosted a webinar providing an update on the progress of Forecast Informed Reservoir Operations (FIRO) Screening Program. Presenters included Cary Talbot\, National Lead Engineer for the FIRO Program\, U.S. Army Corps of Engineers’ Engineer Research and Development Center (ERDC); and Elissa Yeates\, Research Hydraulic Engineer and the lead developer of the FIRO Screening Process who has overseen its application to USACE Districts across the country. \nFIRO is a U.S. Army Corps of Engineers research effort aimed at improving reservoir operations at USACE projects. The program equips water managers with forecast information on weather (precipitation)\, hydrology (discharge)\, and reservoir levels to support more flexible\, efficient decision-making across authorized project purposes—including flood control\, water supply\, hydropower\, recreation\, and ecological benefits. \nCary Talbot Slide Deck \nElissa Yeates Slide Deck \nJuly 2026 FIRO Update Webinar Recording \n  \n\nMr. Talbot presented to WSWC members last fall during our September 2025 meetings in San Pedro\, CA\, where he provided an overview of the FIRO National Screening process as Stage A was wrapping up. SUMMARY:New Mexico Integrated Water Financing Plan: Introductory Webinar
DESCRIPTION:On December 18\, 2023\, the Western States Water Council\, in partnership with WestFAST\, several New Mexico state agencies\, and state-wide stakeholders\, launched the New Mexico Integrated Water Financing Plan project. This project is focused on optimizing federal funding for New Mexico’s water priorities. The project is targeting federal funding opportunities including those generated through the Investment in Infrastructure and Jobs Act\, also known as the Bipartisan Infrastructure Law (BIL)\, and Inflation Reduction Act (IRA). The effort will build on the successful development of the recent Water Task Force recommendations in Facing New Mexico’s 21st Century Water Challenges: A Report of the New Mexico Water Policy and Infrastructure Task Force and on the New Mexico Department of Finance and Administration (DFA)’s current dashboard. DESCRIPTION:On December 15\, 2021\, the Western States Water Council (WSWC) in cooperation with the Colorado River Water Users Association (CRWUA) held a workshop as part of CRWUA’s 2021 Annual Meeting in Las Vegas. The workshop was a pre-design engagement event for the Western States Water Data Access and Analysis Tool (WestDAAT). WestDAAT will provide user-friendly and standardized access to water rights and water use data for eighteen western states.\n\n\nWe are very thankful to the participants’ time and feedback and to our collaborators at the Internet of Water for facilitating the workshop.
