SUMMARY:State Engineer Persona Workshop: Western States Water Data Access and Analysis Tool (WestDAAT)
DESCRIPTION:In conjunction with the WSWC Summer Meetings in Polson\, Montana\, on Wednesday morning\, August 3\, from 8:30-10:45 am\, WaDE staff invited WSWC members\, particularly state engineers and other state water rights administrators\, to participate in a demonstration and feedback workshop on our Western States Water Data Access and Analysis Tool (WestDAAT).  Virtual participation will also be possible should you or your staff be unable to participate in person. \nThe intent of the workshop was to familiarize members and others with the tool and encourage hands-on practice with possible applications.  The workshop is designed to test WestDAAT capabilities and dashboard query tools for water rights data covering WSWC states. How could WestDAAT help each state in its water rights permitting and water resources planning functions?   \nThe WestDAAT dashboard prototype culminates a 10-year WaDE effort\, working with WSWC member states to streamline access to water rights data\, and it will be publicly released in March 2023.  At present\, over 1.4 million water rights across 2.7 million Points of Diversion and Places of Use and related attributes of those rights (metadata) are available via WestDAAT.  More data will be stored and accessible as it becomes available. \nSome of the questions WestDAAT might help water right administrators address include the following: \n\nWhat junior water rights are there above a particular senior point of diversion?  \nIn the case of a “call\,” which water users should be notified?\nWhat water rights might be affected by a proposed change in the point of diversion or change in the place of use?\nIn order to protect flows leased or otherwise dedicated to downstream uses\, which water users/water right holders may need to be notified to temporarily forego diversions (shepherding conserved water downstream to a specific reservoir or another point)?\nHow do other western states regulate water use and to what beneficial uses?\nWhat beneficial uses are recognized by other western states?\nHow other western states have progressed in adjudicating their water rights based on the legal status of rights?\nWhat metadata is associated with the water right?\n\n  \nReport\n \nComing soon. \n

SUMMARY:The Second Colorado River Basin Data and Modeling Roundtable: Webinar
DESCRIPTION:The Western States Water Council is hosting this second roundtable as a follow-up to the first “Internet of Water Roundtable: Colorado River Basin\,” organized by the Aspen Institute and Nicholas Institute for Environmental Policy Solutions in January 2019 in Salt Lake City\, Utah. The Aspen Institute’s Dialogue Series on water data led to its report\, “Internet of Water: Sharing and Integrating Water Data for Sustainability\,” which presented a vision for a national policy framework to address institutional barriers to scaling and integrating water data and information to support sustainable water management. The first roundtable recommended continuing discussions and coordination among three ongoing projects\, the Internet of Water (IoW)\, the Water Data Exchange (WaDE) program\, and the OpenET project.  \n  \nThis second roundtable will bring together groups from Colorado River Basin federal and state agencies to present progress over the last year and discuss the next steps on modeling and data sharing.  The projects’ teams are working toward laying a foundation of open and interoperable water data and all have significant applications for water management in the Colorado River basin. SUMMARY:2018 Water Information Management Systems (WIMS) Workshop
DESCRIPTION:Workshop Goals: WSWC is re-introducing the WIMS to increase dialogue among not only member state appointees\, but among their IT and program staff also. The intent is to discover the needs of WSWC members and their highest priorities regarding water data acquisition\, quality control\, and publication. Jointly hosted by WSWC and NASA’s Western Water Applications Office (WWAO)\, this WIMS focuses on water use reporting/permitting systems\, IT-related adjudications topics\, use of cloud computing and big data\, an overview of advances and recent projects pertaining to remote-sensing techniques with participation from NASA’s WWAO office\, and open water data platforms and trends. DESCRIPTION:The Aspen Institute has released it’s long anticipated publication that summarizes a year-long dialogue series. WSWC participated quite a bit in the dialogue and helped with some of the findings and recommendations. Many who are familiar with WaDE will find language in the report that is similar\, especially regarding principles of data-sharing. \nAI’s Press Release: \n  \n\n\nAspen Institute Report calls for “Internet of Water” for Sustainability\nAspen Institute Dialogue Series on Water Data Releases Report on Sharing and Integrating Water Data for Sustainability\n \n\n\n\n \n\n\nAspen\, Colorado\, May 31\, 2017 –-The Aspen Institute Energy and Environment Program\, the Nicholas Institute for Environmental Policy Solutions at Duke University and Redstone Strategy Group\, announce the release of “Internet of Water: Sharing and Integrating Water Data for Sustainability\,”a report from the Aspen Institute Dialogue Series on Water Data.\n\n\n\nBetween May 2016 and February 2017\, the Dialogue Series convened roundtables with a select group of water experts\, managers\, policy makers\, regulators\, and representatives from the private and public sectors\, to focus on how to create better water data infrastructure to access and connect publicly collected and reported sources for data\, beginning with quantity\, quality and use information.\n\nThe report provides a blueprint for how to design and launch a feasible and operable “Internet of Water” – a network of interconnected data producers\, hubs\, and users – that will enable connecting and transmitting water-related data and information in real-time.\n\nThis report brings the data revolution to managing water resources. This is a big achievement\, but more data are needed from each of the partners to provide a clearer and more integrated picture of water availability and water use in the West.
