Prior to this role\, Perry was a research scientist in the Hydrological Sciences Laboratory at NASA Goddard Space Flight Center. His research has focused on near-real time flood applications\, including rapid impact assessments\, streamflow forecasting\, and understanding the value-of-information for applied Earth observations. He has also undertaken several interagency water initiatives\, including drafting NASA’s Agency Plan for the 2022 update of the U.S. Government’s Global Water Strategy and coordinating the Interagency Water Working Group Science and Applications Team (ISAT). \nSean Fleming is an associate program manager in the NASA Water Resources Program and the program scientist for the NASA Western Water Action Office.  His roles focus on putting NASA data in the hands of water resource practitioners and managers.  Sean has spent over two decades in the public\, private\, academic\, and nonprofit sectors.  He’s a generalist with diverse interests and experience\, spanning mineral exploration field work\, glacier research\, founding a data science startup\, operational river forecasting at a hydroelectric utility\, leading a team at the Meteorological Service of Canada\, project and program management at Quantum Spatial and NV5 Geospatial\, and R&D leadership and program management at the USDA.  Sean is also passionate about science outreach\, publishing a book with Princeton University Press and op-eds in Wired and Scientific American\, delivering public talks at venues ranging from ‘science pub’ events to the Smithsonian\, and giving live radio and television interviews.  His volunteerism has taken him to Mexico\, Ukraine\, Romania\, Mauritania\, and Kazakhstan.

The tool\, Crop Condition and Soil Moisture Analytics (Crop-CASMA)\, provides access to high-resolution data from NASA’s Soil Moisture Active Passive (SMAP) mission and the Moderate Resolution Imaging Spectroradiometer (MODIS) instrument in a user-friendly format. Soil moisture data are critical for professionals in the agriculture and natural resources sectors who use soil moisture in tandem with other data to plan crop planting\, forecast yields\, track droughts or floods\, and improve weather forecasts. SUMMARY:M4: Next Generation AI-Based NRCS Water Supply Forecasting System
DESCRIPTION:The US Department of Agriculture’s Natural Resources Conservation Service (NRCS) has monitored snowpack and issued seasonal water supply forecasts (WSFs) for close to 100 years. Today\, NRCS operates the SNOTEL network and the largest stand-alone operational WSF system in the American West. Here\, we introduce the next generation of this WSF system. The resulting prediction analytics engine\, called M 4\, is a careful blend of proven and fresh concepts\, including multi-model ensembles\, probabilistic prediction\, and several directions in artificial intelligence. To our knowledge\, it is the largest transition of machine learning into operational hydrologic forecasting so far\, facilitated in part by a design ethos based on determining and meeting the specific and detailed needs of the operational WSF community. SUMMARY:New USGS Priority Programs – NGWOS\, IWP\, and IWA
DESCRIPTION:The U.S. Geologic Survey (USGS) Water Resources Mission Area has established new interrelated strategic priorities to guide its work over the coming years to help the Nation address growing challenges to its water supply\, infrastructure\, and aquatic ecosystems. This WestFAST-hosted webinar introduced attendees to three new USGS Priority Programs: (1) Next Generation Water Observing System (NGWOS): Establishment of an integrated set of fixed and mobile assets – in the water\, on the ground and in the air – that will collect and deliver data that can help address water resource challenges and decision making needs of the future; (2) The Integrated Water Prediction (IWP) Program: Enhancement of existing tools and development of new capacity to produce model predictions supporting forecast-based management of water supplies and infrastructure; and (3) The Integrated Water Availability Assessments (IWAAs) Program: Integrated assessment of water availability in terms of the spatial and temporal distribution of water quantity and quality in both surface and groundwater\, as related to human and ecosystem needs and as affected by human and natural influences.  The briefing includes an update on the recent selection of the “Headwaters of the Colorado/Gunnison River” Basins for future NGWOS implementation.
