SUMMARY:WSWC Webinar: U.S. Army Corps of Engineers FIRO National Screening Updates with Cary Talbot
DESCRIPTION:On July 22\, the WSWC hosted a webinar providing an update on the progress of Forecast Informed Reservoir Operations (FIRO) Screening Program. Presenters included Cary Talbot\, National Lead Engineer for the FIRO Program\, U.S. Army Corps of Engineers’ Engineer Research and Development Center (ERDC); and Elissa Yeates\, Research Hydraulic Engineer and the lead developer of the FIRO Screening Process who has overseen its application to USACE Districts across the country. \nFIRO is a U.S. Army Corps of Engineers research effort aimed at improving reservoir operations at USACE projects. The program equips water managers with forecast information on weather (precipitation)\, hydrology (discharge)\, and reservoir levels to support more flexible\, efficient decision-making across authorized project purposes—including flood control\, water supply\, hydropower\, recreation\, and ecological benefits. \nCary Talbot Slide Deck \nElissa Yeates Slide Deck \nJuly 2026 FIRO Update Webinar Recording \n  \n\nMr. Talbot presented to WSWC members last fall during our September 2025 meetings in San Pedro\, CA\, where he provided an overview of the FIRO National Screening process as Stage A was wrapping up. The recording and slides for that presentation are available below. Shortly after\, WSWC submitted a letter congratulating USACE on the successful completion of the Lake Mendocino Water Control Manual update at Coyote Valley Dam\, which marked a historic milestone as the nation’s first fully formalized FIRO framework. \nLink to Fall 2025 Slide Deck  \nLink to List of Corps Dams and Section 7 Dams (Engineer Regulation 1110-2-240)

Structuring the workshop to be interactive and dialogue-based; and \nc. Soliciting feedback and follow-up engagement from participants in the development of a workshop report that synthesizes the current shared challenges\, best practices\, and pathway forward for R2O in water resource management. \n 2. Develop WSWC’s WestFAST network to be a bridge to help transition new technologies and information products for water resources management to operational federal programs\, including\, but not limited to\, remote sensing-based measurement technologies and sub-seasonal to seasonal (S2S) weather forecasting by: \na. Engaging WestFAST members in the workshop Steering Committee; and \nb. Identifying technologies that meet water resource management needs and have high potential for R2O.  \n3. Develop a strategy for raising awareness and support within state and federal government for R2O through: \na. Defining what “success” looks like; \nb. Discussing and documenting a pathway and associated timeline for financial planning for R2O\, learning from projects that have been successful in R2O; \nc. Discussing and documenting a pathway and associated timeline for technical planning and coordination\, learning from successful projects; and \nd. Helping the research community understand the process and lead times necessary for successful transition of projects to operational federal agency programs. \nTo accomplish these objectives\, the workshop will bring together partners from federal and state agencies that have experience with technology transfer\, or that have programs that could be adopters of new technology and remotely sensed information products from NASA\, NOAA and USGS. Together we will identify best practices to transfer applied research to operational programs in western federal\, state\, and local water agencies and tribes. \nAGENDA: \nREGISTRATION:\nRegistration is required for all meeting speakers and attendees.  \n__________________________________________________________________________________________________\nSuggested Accommodations: \nHotels offering Federal per diem rate ($181) and airport shuttle \nEmbassy Suites Irvine Orange County Airport\n2120 Main Street\, Irvine\, CA 92614\n949-553-8332 \nDoubleTree by Hilton – Orange County Airport\n7 Hutton Centre Drive\, Santa Ana\, CA 92707\n714-751-2400 \nDoubleTree by Hilton Santa Ana/Orange County Airport\n201 E.
