SUMMARY:FAST-41: Your Tailored Roadmap for Infrastructure Project Permitting/The Federal Permitting Improvement Steering Council
DESCRIPTION:This WestFAST-hosted webinar provided an overview of the Fixing America’s Surface Transportation (FAST) Act\, which was signed into law on December 4\, 2015.  Title 41 of the FAST Act (FAST-41) (42 U.S.C. § 4370m) was designed to improve the timeliness\, predictability\, and transparency of the Federal environmental review and authorization process for covered infrastructure projects.  FAST-41 created a new entity – the Federal Permitting Improvement Steering Council (FPISC)\, composed of agency Deputy Secretary-level members and chaired by an Executive Director appointed by the President.  FAST-41 establishes new procedures that standardize inter-agency consultation and coordination practices.  FAST-41 codifies into law the use of the Permitting Dashboard to track project timelines\, including actions that must be taken by federal agencies. Project sponsor participation in FAST-41 is voluntarily.

SUMMARY:New USGS Priority Programs – NGWOS\, IWP\, and IWA
DESCRIPTION:The U.S. Geologic Survey (USGS) Water Resources Mission Area has established new interrelated strategic priorities to guide its work over the coming years to help the Nation address growing challenges to its water supply\, infrastructure\, and aquatic ecosystems. This WestFAST-hosted webinar introduced attendees to three new USGS Priority Programs: (1) Next Generation Water Observing System (NGWOS): Establishment of an integrated set of fixed and mobile assets – in the water\, on the ground and in the air – that will collect and deliver data that can help address water resource challenges and decision making needs of the future; (2) The Integrated Water Prediction (IWP) Program: Enhancement of existing tools and development of new capacity to produce model predictions supporting forecast-based management of water supplies and infrastructure; and (3) The Integrated Water Availability Assessments (IWAAs) Program: Integrated assessment of water availability in terms of the spatial and temporal distribution of water quantity and quality in both surface and groundwater\, as related to human and ecosystem needs and as affected by human and natural influences.  The briefing includes an update on the recent selection of the “Headwaters of the Colorado/Gunnison River” Basins for future NGWOS implementation.

SUMMARY:U.S. Department of Agriculture – Economic Research Service: preliminary work on irrigation survey for water and irrigation districts
DESCRIPTION:The introduction is missing from the recording –  here are the basic – Steven Wallander and Marcel Aillery of USDA’s Economic Research Service (ERS) along with members of the WestFAST and WSWC on a new Survey of Irrigation Organizations under development by ERS and USDA’s National Agricultural Statistics Service (NASS) with additional support from USDA’s Office of the Chief Economist (OCE).  The purpose of this project is to collect current information on irrigation water-supply management entities: irrigation districts (and other private entities) as well as groundwater management districts\, as part of the USDA’s data development and research on drought resilience and farm-level irrigation decisions.   A national census or survey of irrigation organizations in forty years.  In that time\, many aspects of local water management institutions have changed\, including the number and size of irrigation organizations\, the pricing structures used for cost recovery\, the reliance on new sources of water quantity data\, and an expanded emphasis on groundwater management.  The new survey of irrigation organizations will develop a dataset on district-scale characteristics and resource use\, with special emphasis on water allocation institutions and conservation policies that impact farm-level drought response and resiliency. \nhttps://westernstateswater.org/wp-content/uploads/2018/08/USDA-ERS-Irrigation-Survey-Webinar-07-26-18.mp4

DESCRIPTION:Workshop Goals: WSWC is re-introducing the WIMS to increase dialogue among not only member state appointees\, but among their IT and program staff also. The intent is to discover the needs of WSWC members and their highest priorities regarding water data acquisition\, quality control\, and publication. We see this webinar as the first of many steps in developing a stronger working relationship with not only the Western States Water Council but also between each and every state. \nThe individual work and the collaboration of the Finance Centers plays a central role in the implementation of President Obama’s Drought Presidential Memorandum and the National Drought Resilience Partnership (NDRP) Action Plan. SUMMARY:Improving Sub-Seasonal and Seasonal Precipitation Forecasting
DESCRIPTION:The Western States Water Council (WSWC) believes that the current accuracy of forecasts (generally referred to as forecast skill) for the sub-seasonal to seasonal (S2S) time frame is not adequate to support water management decision-making. S2S forecasts include environmental predictions with forecast ranges from 2 weeks to 12 months. \nThe WSWC has asked that the federal government prioritize additional resources to move forward with more research\, observations\, and operational weather modeling to provide the necessary support for near-term improvement in S2S precipitation forecasting for water management. The WSWC\, the California Department of Water Resources (CDWR)\, and NOAA have cosponsored a series of workshops to explore this issue and possible pathways toward improvement in S2S precipitation forecasting. On June 28th\, WestFAST will be briefed on the results of these workshops and on progress on plans to support improved forecasting. DESCRIPTION:USGS Research Hydrologist Matthew Miller provided a briefing on a recent study describing how scientists used a new method to more accurately estimate the percentage of groundwater in streamflow\, finding that more than half of the streamflow in the Upper Colorado River Basin originates as groundwater. SUMMARY:Update on the National Drought Resilience Partnership\, next steps\, and WestFAST Roles
DESCRIPTION:The interagency National Drought Resilience Partnership (NDRP) was established in 2013 as part of President Obama’s Climate Action Plan to help communities better prepare for future droughts and reduce the impact of drought events on livelihoods and the economy. WestFAST was briefed on the progress and products of the NDRP including the activities of the Upper Missouri River Basin: Building Drought Early Warning Capability in Montana demonstration project. The Upper Missouri River Basin Project\, sponsored by NIDIS\, the National Drought Mitigation Center\, Environmental Protection Agency and the Montana Department of Natural Resources and Conservation\, is a demonstration of how preparedness can be improved when federal agencies go “all in” to develop a long-term drought strategy. We will also discuss NDRP next steps as defined in recent White House Drought symposia and potential WestFAST roles in the facilitating implementation of those steps. SUMMARY:U.S. Forest Service Water Resource Roles and the USFS NorWest Stream Temperature Program
DESCRIPTION:Mike Eberle\, USDA Forest Service Surface Water Program leader\, reviewed priority water resource issues and program in the Forest Service and Daniel Isaak\, USFS Research Fish Biologist presented on the activities and products of the USFS NorWest stream-temperature database and modeling program. The NorWest Program provides stream temperature data and geospatial map outputs from a regional temperature model for the Northwest U.S. The temperature database was compiled from hundreds of biologists and hydrologists working for dozens of resource agencies and contains more than 50\,000\,000 hourly temperature recordings at more than 20\,000 unique stream sites.
