HIGHLIGHTS

On May 5, the Western Governors’ Association (WGA) submitted testimony to the Senate Appropriations Subcommittees, expressing support for various programs and federal funding:

  • To the Subcommittee on Agriculture, WGA urged strong funding for USDA conservation programs, particularly the Natural Resources Conservation Service (NRCS). They emphasized the importance of NRCS’ Snow Survey and Water Supply Forecasting program for managing the West’s snowpack-dependent water supply.
  • To the Subcommittee on Commerce, Justice, and Science WGA voiced support for key federal drought and water forecasting programs like NOAA’s NIDIS and NASA’s land imaging efforts. The governors called for enhanced water data coordination and improved forecasting to help mitigate drought, wildfire risk, and water supply challenges in the West.
  • To the Subcommittee on Energy and Water Development, WGA urged robust federal investment in western water infrastructure and data programs. They stressed the need to fully utilize the Reclamation Fund, streamline permitting, and involve private capital through innovative financing tools.
  • To the Subcommittee on Interior and Environment, WGA voiced support for wildfire mitigation, abandoned mine reclamation, and balanced species conservation. They emphasized full funding for USGS water programs, State Revolving Funds, and protection of state authority over groundwater.

On May 2, five former National Weather Service directors released a public letter opposing proposed FY2026 cuts to NOAA, warning that reductions could cripple weather forecasting and satellite operations. They expressed concern that staffing shortages and budget cuts could force part-time forecast services during severe weather season, risking public safety and economic losses.

WSWC – Summer Meetings/60th Anniversary 
The WSWC 2025 Summer Meetings and 60th Anniversary will be held in Snowbird, Utah on June 10-12, at the Cliff Lodge. A room block is being held in the name of the WSWC. The guest room rate is $142.00 plus tax and fees per night ($15 nightly resort fee).  Our room block deadline is May 14, 2025.  There is no registration fee to attend the meetings, but we are asking all individuals, regardless of in person or virtual attendance to please register in advance. USDA ARS Water Availability and Watershed Management Five-Year Action Plan Listening Sessions
USDA will host three virtual listening sessions regarding the Water Availability and Watershed Management program (https://storymaps.arcgis.com/stories/c8d44146c55644b48cfaf0955a6b778f)
Stakeholders and partners are encouraged to participate and convey all critical issues and concerns about Water Availability and Watershed Management for ARS scientists to address over the next five years. If you or a representative will not be able to attend any of the meetings, you can send a written statement before the meeting to the following email: teferi.tsegaye@usda.gov.
