HIGHLIGHTS

  • At the recent Western Governors’ Association meeting in Santa Fe, Utah Governor Spencer Cox was selected as Chair and announced his 2024–2025 initiative: Energy Superabundance: Unlocking Prosperity in the West. The initiative aims to expand energy production, modernize transmission infrastructure, and support advanced generation technologies to overcome outdated systems, permitting delays, and rising demand. To help shape the effort, WGA is seeking input through a survey that identifies policy priorities, best practices, and opportunities for engagement. See westgov.org.
  • On June 26, the House Natural Resources Subcommittee on Water, Wildlife, and Fisheries held a hearing on H.R. 385, the Snow Water Supply Forecasting Reauthorization Act of 2025, introduced by Rep. Jeff Hurd (R-CO). The bill would reauthorize and modernize the program through FY2027-2031.
  • On June 11, the House Transportation and Infrastructure Committee approved H.R. 3427, which would direct the Government Accountability Office to assess the effectiveness of the EPA’s clean water-related technical assistance programs, including WaterTA. On June 12, Republican members of the Committee introduced fifteen water-related bills largely aimed at narrowing the scope of federal water permitting authority and streamlining regulatory processes under the Clean Water Act. The proposals include measures to codify WOTUS exclusions, limit EPA’s veto power, extend permit durations, reduce permitting burdens, and strengthen state and local roles in water quality decision-making.
  • On August 6, 2025, WSWC and the Native American Rights Fund will co-host a virtual symposium on Indian Reserved Water Rights Settlements. The event will feature representatives from tribes, governments, and Congress.
