HIGHLIGHTS
On November 17, EPA and the Army Corps proposed a new WOTUS rule redefining “waters of the United States,” outlining key terms, narrowing federal jurisdiction, and clarifying exclusions such as prior converted cropland, groundwater, and certain ditches.
On November 19, the Colorado Water Conservation Board approved acquiring two Shoshone Power Plant water rights to secure permanent instream flow protection on a key reach of the Colorado River, advancing the project to water court review.
On November 20, the Army Corps announced the first in-person meeting of the Western Water Cooperative Committee, scheduled for December 3–4 in Bismarck, North Dakota. The meeting will run from 8 a.m. to 5 p.m. CST and will be open to the public

Newsletter Changes
The Western States Water newsletter will switch to biweekly publication beginning with this issue (WSW #2683). Following recent strategic directions discussions, WSWC staff have determined that publishing the newsletter every other week will allow for more robust analysis of priority topics while freeing staff time to advance other objectives. No issue will be released next Friday. The next issue (#2688) will be released on December 12, 2025.

The WSWC Spring (209th) Meetings and Washington Roundtable, jointly hosted by the Interstate Council on Water Policy (ICWP), will be held from April 21-24, 2026.
