Madeline Franklin​, WestFAST Liaison


Madeline first came into federal service as a Presidential Management Fellow with the Bureau of Reclamation in 2016. In that time, she has established the agency’s new water infrastructure Title Transfer Program, negotiated interagency agreements for infrastructure investments and improvements, led Reclamation’s Project Management Advisory Team, and gained experience working in asset management, budget formulation, and congressional affairs.

In addition to her time with Reclamation, Madeline has worked with the USDA Natural Resources Conservation Service, the United States Agency for International Development, and the Pennsylvania Women’s Agricultural Network. She holds degrees in Geography from McGill University (B.A.) and Rural Sociology from Penn State (M.S.), and lives in Denver with her dog Chesapeake.
